I have a question about the appeal system in runescape?

ok, ive gotten muted, and im really quite pissed, cuz i generally dont break rules, and i went to the appeal thing, and i cant see a way to appeal, its not that im not seeing it, i dont think its there, how can jagex ******* mute you if you havent commited an offence?!?!?!? this is a picture, if i am just overlooking it, can you tell me..... http://www.lentz101.net/mute.jpg
