If a I've been talking to a guy for six months and nothing is happening, should I just end it?

We've dated before and he says he doesn't want it to end up like the last time, because I broke up with him. But in reality I think he just doesn't want to be commited because I found out he's also talking/kissing other girls. I try to just end things with him but I'm just way to attached.
