How can I get a temporary registration for my vehicle if I don't have the title yet?

I recently bought a vehicle from a guy that had a loan on it. He paid off his loan and claims that his bank (wells fargo) told him they could put the title in my name without me having to be "present" and I should receive it within 4 days. It's been 5 days and I still don't have the title. I didn't get a pink slip or anything to take to the notary to get the car registered in my name. HOW can I fix this so i can drive this vehicle?
