The dmv commited a false act what can i do?

im trying to get my license and they told me when i first walked in 2009 that the 2008 year count for taking learners permit. so i took them 2 times that year thinking that the 2008 year count. which means you can only take them 3 times. july i called the dmv and they told me the 2008 year do not count and they claim i took it 3 times in 2009. while i know i didnt even proof from my cab because he only picked me up 2 times that year. 2009. they claim i came in 3 times and took the tests and i have to take a driving class. I have one more chance i believe because the year before didnt count. what can i do about this ...... the class cost $300 they talking about taking and i dont have that money + gas money for each day (35 hour class 40 miles away). Im in college and feel left out how everyone is driving and i got to ask for rides.
